Okay, I like his rules, but there are some ideas that were left out that I think are important:
- There are no casualties in war.
- There is no population growth. All squares are at maximum.
- There are no guidelines as to how to place bases and guards
- No provision for the destruction of trade routes
- No provision for fortifications - all bases are the same

So here are some rules I'm adding to the system:
- Any failed attack causes a loss of 1 military strength
- Some kind of "homesteading" rules... probably 1% of population per season
- Trade routes are destroyed if either end is captured, and must be reestablished
- A fortification costs 200,000 and 20 resources, and is as difficult to take as a base, but does not have extra population.
