Ray Winninger's Realm Rules (Dragon 293)

Okay, I like his rules, but there are some ideas that were left out that I think are important:

  1. There are no casualties in war.
  2. There is no population growth. All squares are at maximum.
  3. There are no guidelines as to how to place bases and guards
  4. No provision for the destruction of trade routes
  5. No provision for fortifications - all bases are the same

    So here are some rules I'm adding to the system:
    1. Any failed attack causes a loss of 1 military strength
    2. Some kind of "homesteading" rules... probably 1% of population per season
    3. Trade routes are destroyed if either end is captured, and must be reestablished
    4. A fortification costs 200,000 and 20 resources, and is as difficult to take as a base, but does not have extra population.

I agree with you, but his method is just a simple starting point. You could also add more variety of resources (Fuel, Construction, Food). Or even break those down further. Plus, I think his system was designed for running only a few seasons of campaign. At the rate your average D&D character advances this shouldn't be a problem.
