How annoying would it be for people -which I realize is not a great premise question and probably answers itself- to receive a monster book with a hypothetical "starter set" style game that was organized by "CR/difficulty" chapters?

Let's say it only covers player levels 1-5.

So you'd have, at the beginning, and alphabetized within its section, "Monsters for level 1." For example's sake, let's say:
Bat, giant
Carrion Crawler (but called something else since that's WotC's IP)
Goblin
Kobold
Rat, giant
Skeleton
etc...etc...

Then the next "chapter"/section is "Monsters for level 2."
Ape, giant
whatever, etc... etc...


Is that going to be, as I've seen some people complain about other organization of other manuals, "too much page flipping?" Would it be too constricting flavor-of-the-game-wise? Making things "feel" like you're in that Old School, "Well, we can't go down those stairs! We can't take on 3rd level monsters yet!" kind of game...in the bad way. Is just straight through alphabetical really the only/best way to go?

I'll just throw out here: Is it mind-blowing to anyone else that we live in a world where there is such a thing as "too much page flipping" in their hobby game of fantasy make-believe being something that "annoys" people? Talk about your first world problems. But just the fact that I think I should ask this...yeah, blows my mind.

So, what would people think of that set up? Or, ya know, the same kind of organizing but we call the sections something else more flavorful, but they are essentially just chapters of "Monsters suitable for level X."

The big problem with such an organization is that there are no games I've encountered where X monster is ONLY for Level 2.

Putting such a list in an appendix is both easier to use and less likely to impart bad habits on novice GMs. Put the monsters in in Alpha order, and when a monster has multiple names, put a "See ___, p XX" reference in under the less common ones...

EG:
Ælfar, Wood
(Data Block)
Ælfar, Svart
—see Svartelf
Ælfar, ðaoine
(datablock)
