We typically allow two "items" per belt and four belts per character (two around the middle, two crossed bandoleer style). You can also sling something across your back (usually a backpack) and strap two appropriately shaped items to a backpack (for example, short spears or the like strapped to the side or a shield across the back of the pack on a ring).
An item could be a pouch full of small misc gear, a pouch with potions, a scabbard for a blade, a quiver, etc.
