After much work, I have finally compiled in a Monster Manual format a list of useful NPC's, ready to use straight ahead with no prep time in an ongoing game. I have based my work on the tables in the DM's guide and the player's handbook. I have of course included the OGL in the file.

I did it for four classes:

Cleric
Fighter
Sorcerer
Rogue

And each is done for levels 1st, 3rd, 6th, 9th, 12th, 15th, 18th, and 21st (includes an epic feat for each class).

It's in RTF format, so if you have a printer, you can just cut & paste the ones you need for a given encounter and print it.

At first I was thinking about doing it for all classes, but it was too much an undertaking, for my needs anyways. What I like about it is that you can set-up all kinds of encounters, like say:

Bandits: 1x6th fighter, 5x1st fighters, 5x1st rogues

Evil church: 1x12th cleric, 1x9th cleric, 2x6th clerics, 12x1st clerics

Evil adventuring party: 9th Cleric, 9th Sorceror, 9th rogue, 9th fighter, 9th different fighter (take off shield, reduce AC accordingly, replace long-sword with two-hander, power attack frenzy)

Assassins: 1x12th Rogue, 4x9th Rogues

Of course, you adjust power level with your campaign, but you get the idea... and you'll notice that I kept magical items at a reasonable level, so that your PC's don't end up with two much treasure at the end, so you can control what goes in the party regarding magic items...
