Recharge 5 6 (?)

I've seen this note on a couple of monster's abilities (such as the Pit Fiend's tactical teleport, which was a 4 5 6), and was just curious what this meant. If anyone has anything to share, I'd appreciate it!

The DM rolls a D6, and if the number comes up for the recharge, the ability is ready. This strikes me as a bit more dynamic than the current 'recharges in 1d4 rounds', since the DM can't "know" the dragon will breathe again in X rounds and have him fly off until then.

A good innovation easily adapted to 3x if you don't go to 4e.
 

Current assumption:

Begining of the creature's round, roll a d6. When X shows up on the die, any power that has been used previously which has Recharge X, is once again available for use.
 

Our GM rolled for each power - so a 5 for one didn't recharge all of them. No guarantees on if he did it correctly, of course.
