Of course. To avoid this problem, IMC we house ruled that 0-charge wands/staves cost half of their full prices, since all of the expensive components needed to make it are still in place and can be salvaged. So, an item with 13 charges out of 50 would cost 63% of the full price. If you really wanted to buy a 1-charge wand you could, but it'd cost half as much as a 50-charge one. On the other hand, this'd make the "recharge" ability cost half as much.

But, I'm not saying you can go to Ye Olde One-Charge Wand Shoppe and buy every wand you'll ever need. I'm saying that every nearly-depleted wand the DM gives you in a treasure hoard might as well be fully charged, and no matter how many charges you use from it, you'll never need to find someone with the Feat to make another. It's been pretty common in campaigns I've been in for the players to find wands of powerful spells with only a handful of charges remaining; it's easier then giving them a bunch of scrolls.

True... but you'll still have to spend time, xp and gp to recharge them. And you have to play a Sorcerer or Bard!

I've always hated when DMs do that. Been guilty of it a few times myself, but not all that often. Typically, I roll a d4 and a d10 to determine how many charges are left on found wands (for values between 10 and 49). :)
