Reducing Movement Penalties for Armor

Is there an ability/quality (or other magic item) that can be added to medium or heavy armor so that the average character can still move his normal speed?

Mithral will do it for medium armor, for heavy mithral will let you run normally (but at a reduced speed).
The Halfweight enhancement (from Underdark) makes all armor as light armor, but it's expensive.
 


Use the DMG guidelines to give an armor a constant longstrider effect.

Should cost +2000 gp (spell level 1 x caster level 1 x 2000 for a use-activated or continous spell effect).

The elf PrClass Champion of Corellon Larethian allows you (at upper levels) to move your full speed in heavy armor and even to benefit of the Spring Attack feat.

Thats about what the DM and I decided, but made it an +1 bonus equivalent armor quality.

Speaking of, the PC this armor is for already has a class (soon to be PrC as well) and race. Thus I am looking for an item to do this, not a race or class.
 

I'd recommend having a discussion with the DM on the ins and outs of armor and whether it penalizes the wearer too greatly. TBH, the speed reduction is nowhere near worth it for medium armor. I’d almost recommend switching the run speed reduction to medium armor and bump the run speed reduction to heavy armor
