Reducing server load and bandwidth

Hi there. I have several ideas how to reduce server load and bandwidth, but it requires some technical knowledge (say, how to recompile apache). Who should I e-mail?

Bandwidth isn't a problem (we're below our ceiling), but server load is always an issue. If you send it to me, I'll pass it on, as I need to find which of our technical helpers is around and has time to play with things.
