Reflex saves?

Ok say a wizard or sorcerer sneaks into a room unnoticed and decides to cast a fireball or some other spell that requires a reflex saving throw. Since the creatures or people don't know he's their do they get there reflex saving throw? or would it be reduced? Just curious how it works.

By the rules, yes.

Even if they did not know the spell was coming, they would get their reflex saving throw to avoid half the damage. That is essentially what the save is for in these cases. You don't have to know it is coming.

It takes an extraordinary circumstance to deny someone a saving throw. So, ya, they get the saving throw.
