Regeneration?

What use is the ability to re-attach a severed limb by holding it to the stump....when there is not a spell or effect or ability that can remove a limb!!!! sept the Vorpal, and i think re-attaching a head would be a little outside the power of this ability (unless U were a troll).

so tell me, why would they include that note (unless for flavor text) if they didnt include the Sharpness (i think thats it) ability?

There are rules in the DMG for not having a hand, eye, and some other body parts (iirc).

There does not need to be a rule-way to remove a body part. As a dm I have done so enough times- traps, alternatives to massive damage failures, mean enemies who capture pc's.

The books are filled with tools - it is up to the dm (and sometimes the players..) to figure out how to make them useful.

The only way I've found in the rules to remove a limb is to petrify someone, then break off the limb, and then turn them back to flesh. I guess dismemberment is too gory for 3E...

Well pages 66-67 of the DMG talk about damage to a specific location and the penalties suffered. It would not be too hard to take that and go further with a part being cut off/removed what have you.
 

Or you could always suffer amputation as result of an specific effect, a blade trap that cuts thief's hand, for example.

Party enters room. Party sees a portal. Party makes saving throws. Whoever fails is drawn towards the portal, and desires to enter it. Whoever touches portal starts getting sliced!
