Regional feats

In the Forgotten Realms "Unapproachable East" they have a feat listed "Battle Jump"

It is a regional feat which must be selected at 1st level. This feat is the Taer regional feat. Now can any person who takes 2 points in Knowledge (local) Taer region select this feat? Is this feat only available to Taer (nonhuman monster race).

I have a human fighter can i select this feat at 1st if i get the 2 skill points necessary?

(1) What Nebten said.

(2) The "Region: Taer" line indicates that you must meet the requirements for choosing feats from that region. It does not mean the feat is only available to taers (members of the nonhuman race).

I believe that the rules changed 3.0 to 3.5.

3.0 allowed you to grab a regional feat with the 2 ranks* in a know:local skill if you were not from the region (I think that you could grab more than 1 regional feat as well).

3.5: You have to come from the region, and can have only 1 regional feat.

That being said, as your DM (depending on your play style) I might allow it if it also came with an appropriate background that I could use for/against you.


* ranks V points: I'm sure you meant ranks rather than points as 2 points in a knowledge skill for a fighter is 1 rank
