Shouldn't a character loose all hertiage feats if they are reincarnated? I mean it is a new body so a character keeping a hertiage feat would not make any since right? I was wondering if there are any rules on this. like the draconic heratiage feat any race can have it, but should you be able to keep it if you go from being human to half elf?

I don't think its unreasonable, but I also wouldn't keep someone from taking the feats anew if their newly reincarnated PC is also of some unusual heritage.

That's one of the many things not particularly specified in the actual rules as written when it comes to Reincarnate. Other things not specified:
1) What happens with your maximum age?
2) Do the bonuses/penalties from aging stay or vanish? What happens if you change age categories again?
3) What happens with a human's bonus feat and skill points if reincarnated into a non-human?
4) Many others.

I don't really see why not in either case.

If the Draconic Heritage was an aspect of your soul, then why wouldn't it come back when your soul got new threads?

Of course, I also don't see any reason why the feat has to be an aspect of your soul rather than the effect of that dragon's horn you accidentally sat on when you were six, and they never did get out all those splinters, come to think of it...

I could see ruling either way. Reincarnate might provide an interesting opportunity for retraining some of those feats, too.

I had a PC in a game that was exposed to a reincarnate type magical effect. My DM ruled that the character retained his character classes but that all race dependent bonuses like alertness, +2/-2 to stats, etc. changed depending on the race of the new body. If you were originally a human, you lose the bonus feat and additional skill points but if you came back as an elf, you gained the +2 dex and -2 con plus the other racial abilities. In my case, the PC was an elf and changed into a Dwarf. I was allowed to change feats and skill point allocation.
