Relics & Rituals II question

First Post
Under the weapon special abilities there is the Arcane Puissance ability.
This allows an arcane spellcaster to gain a competence bonus to his attack rolls per so many arcane spellcaster levels ( I think every 2 levels).

Now here is the question: Can an Assassin qualify as an Arcane Spellcasting class? I ask this becuase at 1st level they can cast 1st level spells based on their intelligence score.

So would a 10th level Assassin be able to gain the use of this special ability of an (maybe) additional +5 to hit?

Assassin class levels count in calculating the competance bonus of a weapon of arcane puissance. The assassin prestige class is an arcane spellcasting class, so the assassin's class levels are caster levels and must be accounted accordingly. I created this ability, so I ought to know how it works.
