I think it is balanced the way you suggest. You could play test by making it an option for casting above level, if everyone chooses it, then it is probably too good, if no one does, it is probably not the solution you want.

Another option I've seen is making all Spell Saving throws an action. Reactions for initial saves (you can't ignore a spell.. without failing it), regular actions for subsequent one (so afflicted parties who save can still do something.). This would make like Illusions or Grapples.
