Is it possible to Replace Paragon Powers? I know that RETRAINING doesn't work, but I couldn't find a rule that hinders Replacing them at a later level..

It's right in the rules for replacement:

At 13th, 17th, 23rd, and 27th levels, you can replace any encounter attack power you know from your class with a new one of your new level (or an encounter attack power of a lower level, if you choose).

Are you sure that the Paragon Path is not part of the Class?

I say by RAW it's an addition to your class, not a part of it.
PHB P53 Paragon Path paragraph 5 line 5 "All the powers ...in addition..."

"in addition" is even highlighted in the book.

But I think you could allow it.
Because:
The PP encounter attack power is lvl11, when you retrain you can only choose a power of lower lvl or the same lvl. The same lvl has only one choice, the power itself. If you look for a power of lower lvl you end up with lvl 7 and below.
The PP utility power is lvl 12, other choices would be lvl 10 and below.
And the PP daily attack power is lvl 20, so your choice is itself or a lvl 19 or lower power.
Since all choices are either itself or a lower lvl power I would allow it - probably.
