I thought those didn't apply to creatures who advanced by class. How many HD would it take to get to a large lizardman?

Ah. Didn't read the beginning post closely enough. I thought it was talking about a race for the main adversaries - I think I misread warlord as warlords. My bad...

If you're already set on the half-dragon aspect for the main warlord, then I would think nearly anything could work as the other "half". No need to limit yourself to scaly races even. Perhaps the warlord has risen up by defeating any who have questioned his non-reptilian half. Could make for an interesting back-story.
 

Try troglodyte and just change the name. I'm rather partial to a creature that seems rather easy to understimate being warlord. Kinda like Darth Yoda.
 

I recently completed a campaign where I used Xill, from the Monster Manual, as the army for the BBEG. They were fun and their planewalk ability drove the players crazy. They are also Lawful Evil. So a Xill might be a good base for an interplanar Warlord.
