Resistances and effects

I am sure this has been brought up but want some input.

If a creature (including players) has resistance to X damage type and it takes less than or equal to the damage type, but there is an effect, does the effect apply. Example: creature has resist 10 fire and it takes 9 fire damage and is knocked prone doeshe get knocked prone?

I am sure this is a sticky point as i have had in my group that i want to make it that if you do not take the damage you do not take the effect. This applies to resistances not written powers that have the "effect" line. If the monsters powers had the effect line then it would matter more. I understand that if you are immune then it wont work but i want to apply to resistances as well. Is this to much?

the effects would still apply. somewhere the resistance keyword is defined (i am guessing back of the MM but i could be wrong).. it says something like resistance reduces damage, but other effects and conditions from such an attack still apply.

(or else i'm imagining that it says that, somewhere, but i feel like i read it in something :) )
 

Ok so an Ancient White Dragon with a Resist: 30 cold can still be knocked prone from a attack that deals 5 cold damage and knocks prone the target. That makes little to no sense at all. If a power says takes 5 cold damage and effect: knocks creature prone. Then i am ok with that as it is an additional effect(it may be a trip like attack but it takes no damage). I may not like it but it is in addition to thecold damage taken. The reason i am asking is that most monsters powers dont have the "effects" line like a lot of powers players have and that makes a difference to me.

I get it it that the book says that they still have to take the effect. I do not think they should and it works both ways as a DM and as a player so I will "live and die by the adjusted rule i made". Thanks for the input.

If it helps, look at it this way: You're playing hockey with all the padding. Your opponent punched you in the facemask while tripping you with his stick. You just "resisted" the bloody nose but are still on your butt but not hurt.
