One of the (early) complaints about 4e was the lack of non-combat rules outside of skill checks. Skill challenges seemed like an ad-hoc method of trying to tie non-combat mechanics back in. Skill checks are all fine and dandy, but something that I've been thinking about is a non-combat talent tree that serves as a sub-class/occupation not limited by the main class.

For instance, a Forester would get a bonus skill (survival as a class skill, or a bonus to it if it is already a class skill), and a trait everyso many levels. An Alchemist would get magical craftsman feats as bonus feats (as long as they qualify for the feat). A Noble would get diplomacy and bluff, with appropriate traits or bonus feats.

So a Dwarf Fighter/Alchemist would be able to craft magical weapons when he isn't out slaying giants or something.
