Returning Adventurer

Hi all,
I am a returning DNDer that has had a 15+ year break in playing. We are using the 4e and I am having trouble finding out some things. Main question i have to day is:
How do you figure out how many powers per lvl?
At will
Encounter
Daily
Utility.

I haven't been able to find the answer.

Page 29 of the Players Handbook has a chart indicating the number of powers per level. There are, however, classes that don't follow the basic model.
