I thought that I read that the PHB one is pretty much the final version?

That's what a mock-up is. Pretty much what the final one will be, but may be tweeked a bit before finalized.

It is the final version but it's a mock up because it's not a picture of the actual cover but rather simply a piece of art.

If they get a lot of bad feedback, of course, they may just change it completely, I suppose. Never know until we see it on the shelf, really.

I'd be surprised if they get a lot of flak for the cover. It's not outstanding, but it "gets the job done". While I like cover pics, the tome look is established and known for 3E.

I think the PHB looks kinda gaudy with the extra studs and gems. I wish they had just change the color of the "leather" for all the books.

Thye had this Brown = Player, Blue = DM, Red = Monster thing going, I think, that they'd probably not want to change and risk confusing the theme for the public. I'm not completely sure they've kept this up though, so maybe someone else can step in and clarify it for us.
