Are you talking about reserve feats? I'm sorry, I'm not quite sure what you're asking about.
IF you are talking about reserve feats, no, they aren't spells, they're feats. The abilities they grant are supernatural abilities. All the rules for them are laid out pretty clearly on CM pg 36-37.

To answer your question in order
No, they are not spells. They are considered Supernatural Abilities.
Since they are not spells, they cannot be influenced by metamagic feats. There are some feats that can affect supernatural abilties.
If a saving throw is allowed, the DC is equal to 10 + the level of the spell allowing the ability's use + the ability modifier you would apply to that spell's save DC.
All this information can be found on page 36 and 37 of Complete Mage.

Tome of Magic has some feats that effect supernatural abilities that you could use on them. They are like the sudden metamagic abilities and thus are once a day mostly. They are in the feat section dealing with Binders.
