Of course, this will all be simpler with the 3.5e version of shield -- smaller bonus, no need to worry about coverage, different bonus type . . .

And still stacking with anything else.

To enchant items with spells with a short duration (rounds or minutes) I usually raise the spell level by four and require the broken Persistant spell feat... That gives a little better estimation of the price.

In 3.5 it will give a shield bonus, and won't stack with a worn shield.

Any items

In the fantasy world settings Any item should be allowed to be made even at extreme cost.

It doesnt mean that the players get to keep them. Thats what a decent rogue is for

AND remind players any item they can make an npc can make.

A permanent effect like that though should cost Lots and lots.

There is a Ring of Mage Armor in Sword and Fist that gives +4 armor bonus to AC and is 12,000 gold.
