IMO they are not. The Dragon Disciple bonus spell slots are "as if for having a high ability score". The ring of wizardry says that "Bonus spells from high ability scores or school specilization are not doubled."

Good point. I'd forgotten about that clause. Still, if I were to get rules-lawyery, I could argue that bonus spells from high ability scores and school specialization are the only ones ruled out, and bonus spells from other sources, e.g. levels in classes that grant bonus spells as a class feature, would not be excluded. I could also argue that gaining bonus spells as if one had a high ability score does not mean that the bonus spells are actually from a high ability score.

End of the day, I would say this is one of those gray rules areas that DMs can decide as they want until it is officially clarified.
