Here is what I've worked up for 4E:
- 1 segment: Eye of the Storm (Use Second Wind as a Move Action) and
Perfect Storm (Immune Disease, Age)
- 2 segments: Per Encounter: Race the Wind (Minor Action, Shift 5 Squares) and Rod is a +1 Mace, +1D6 Critical Damage
- 3 segments: Per Day: Favor of the Wind Dukes (Reaction, gain Resist 5 until the end of the encounter) and
Rod is +2 Mace, +2D6 Critical Damage
- 4 segments: Per Day: Gust of Wind (Standard Action, Range 5/10, Int+3 vs Fort, Hit: 3D6+Int+3 force damage & push target back 3 squares; Miss: 3 force damage and push target back 1 square) and
Rod is +3 Maul, +3D6 Critical Damage
- 5 segments: Per Day: Shapeshift (Move Action, look like another humanoid you have seen until the end of the encounter) plus
At Will: Cyclone (Standard Action, Melee attack Str+4 vs AC, damage 1D6+Str+4, as long as you are armed with the Rod and are capable of making an opportunity attack, one adjacent enemy (your choice) takes damage equal to your Dex+4 at the end of your turn) and
Rod is a +4 Quarterstaff, +4D6 Critical Damage
- 6 segments: Per Day: Fly (Move Action, Speed 8, Duration: until the end of the encounter) and
Rod is +5 Quarterstaff, +5D6 Critical Damage
- 7 segments: The Rod is complete, 5 feet long and tapered from 2 inches across at the bottom to 1/2 inch at the top, has all of the above powers plus
Per Day: Whirlwind (Standard Action, Range 10/20, Burst 6, Int+6 vs Fort, Hit: 3D10+Int+6 force damage & move target 6 squares; Miss: 9 force damage and move target 1 square) and
Rod is +6 Vicious Quarterstaff, +6D12 Critical Damage

At the moment I've toned down all the 7 separate pieces have distinct powers, just to avoid Power Creep. I like the story possibilities of up to 7 Immortals out there searching for the other pieces. I know we've seen some info on Artifacts, but I'll have to wait unitl I see the DMG to incorporate them.
