Rod of Flailing

The dire flail option of the rod of flailing effectively grants you Two-Weapon Fighting when using the weapon. However, it does not grant you the equivelent of Exotic Weapon Proficiency (dire flail). Since Exotic Weapon Proficiency (dire flail) isn't on anyone's list of useful feats, it's hard to see a real market for this item. Was this an oversight, or is the rod of flailing just a really expensive magic item with very limited usefulness?

Why would it need to grant exotic weapon proficiency? You don't see any other magical weapon doing such a thing and their price is not reduced. Besides, the limited use +4 deflection and +4 resistance is nothing to sneeze at. And the +3 bonus almost makes up for the non-proficiency penalty, especially in a 3.0 game.
 

Hm. IMHO, a PC may not likely to buy or make it. But if he founds it, he may like to take exotic weapon prof feat in the next chance. For example, if you are a Paladin with low Dex, High CHA and with Divine Might feat, this rod could be an interesting option even if it requires a feat to use effectively.

If I owned a Rod of Flailing, EWP (Dire Flail) would be on the list.

As a DM I'd also house rule that a Rod of Flailing could also be activated as a normal, single-headed flail.
