Rogue and Concealment

Is it only under Total Concealment that an opponent is denied their Dex bonus to AC (thus allowing rogues to Sneak Attack)? What about 9/10's, 3/4's, etc?

Let's say a rogue is standing in the edge of a Fog Cloud spell and has one half concealment. Can he make ranged sneak attacks out of that, or must he be totally invisible?

What if he's "hiding" in the edge of the fog? Is there a bonus to his hide check? If the opponent fails the spot check, is the rogue then "invisible" and can make ranged sneak attacks?

Total Concealment does not deny an opponent their dex bonus. they are still aware... however the attacker has a 50% miss chance (as if they're blind) and has to guess the square.

however, ANY concealment the opponent has denies sneak attack.

p 47 PHB "The rogue cannot sneak attack while striking a creature with concealment."

i would say the rogue can stand in the last square of the Fog Cloud gaining concealment and sneak attack something outside of it. so, the rogue has concealment but the target doesnt.

a DM can always apply a circumstance bonus to hide for ideal conditions (ie. hiding in fog). if unnoticed (ie. target fails spot check), go ahead and sneak attack as long as they're within 30 feet and not in the fog! =)
