This thread title did make me realise how odd the term "rogue assassin" is:
"Did our agent successfully assassinate the bishop?"
"Regretfully not sire, they went rogue."
"Damnit! Why does this keep happening?"
Despite the fact that the Hand crossbow has the light property, Rereading the rules:
RAW the Hand Crossbow is a light ranged weapon, not a light melee weapon.
So only if you have the Crossbow expert feat can you dodge this.
and the PHB errata
But again, I'd probably be happy for a player to get one shot off from duel wielding loaded hand crossbows.
I might ask questions about how they intend to open doors whilst carrying said loaded crossbows however...

TWO-WEAPON FIGHTING
When you take the Attack action and attack with a light melee weapon that you’re holding in one hand, you can use a bonus action to attack with a different light melee weapon that you’re holding in the other hand. You don’t add your ability modifier to the damage of the bonus attack, unless that modifier is negative.
If either weapon has the thrown property, you can throw the weapon, instead of making a melee attack with it.
