Rogue/Cleric or Rogue/Bard build for villains

Is there any effective feat or prestige class for a Rogue/Cleric (or other divine class) or Rogue Bard villains?

Fochlucan lyrist may work but it does need both Bard and Druid levels and a character must be at least 10th-level before entering this prestige class.

Skullclan Hunter, Daggerspell Shaper, Shadowbane Inquisitor and such are for good or non-evil characters.

And I cannot find multi-class supporting feats like Devoted Inquisitor which supports Rogue/Paladin.

Black Flame Zealot might work. It's a Rogue/Cleric PrC in Complete Divine. It does have some funky pre-reqs though, like proficiency (Kukri).

If you have access to dragon magazine, there is a feat called Sacred Outlaw. Rogue and Cleric stack for turning and sneak attack.
 

Often when I want to give my BBEG a boost in versatility, I just gestalt him. A lot less "leg work" for myself considering all the effort put into running a game. The BBEG will still be limited on number of action per turn.

If you go this route and choose Rogue/Bard, I'd personally would pick perform Oratory so he can give a badass monolog that counts as Inspire Courage at the same time.
