Rogue/Sorcerer paragon multiclass build

Heya all,

A friend of mine brought a potential powerful build to my attention. The build would be quite powerful when at least in paragon, I don't think there's any conflicting rules but I want to make sure anyway. I have looked on Charop but didn't see anything like it to my surprise.

I don't have the exact build on charbuilder file on me at the moment but the key feats/powers are as follows:

Rogue options:
Dex/Cha based build
Trickster rogue

Heroic:
Multiclass Sorc
Novice, Acolyte and Adept power.
Sorcerer Blade Channeling
Wintertouched
Versatile Expertise (light blades)
Dual implement spellcaster

Paragon:
Lasting frost
Sorcerous power
Change one of your at wills to Dragonfrost

Weapons/items:
Footpad's friend in main hand
Frost dagger in off-hand
Iron armbands of power
Whetstones (possibly)
Gloves of ice

So in effect using dragonfrost from the first turn and hitting something gaining constant CA against them you will have a damage output like this (with SA):

Damage = 1d8 + Dex + (Cha x 2) + (Enh x 2) + item + SA + Lasting frost + gloves of ice + whetstone

So a level 20 charater assuming +6 mod in both Dex and Cha would have a total damage like this (with SA):

= 4d8 + 6 + 12 + 10 + 4 + 5 + 4
= 4d8 + 36
~ 59 damage

I know this doesn't break boundaries in terms of Charop since twin striking rangers can do far better sheningans with frost combos. However this build seemed interesting to me (plus a good use of paragon multiclassing) and I wanted to make sure that the SA would still work if used as an implement power like above. (also checking all the powers/items indeed stack)
