rouges CAN use bows (or any other weapon) if they take the weapon proficiency feat for it.

Yes, but none of their powers work with bows, nor does sneak attack, which means that a bow is such a godawful choice for a rogue that it's easier shorthand to just say "rogues can't use bows."

Being superior weapon allows shurikens to push with ranged sly flourish attacks if you have the gladiator arena feat.

That is the only reason I can see to use a shuriken.
