That sounds a lot like "Buy the Numbers" an S.T. Cooley project that I bought years ago and is now available over at DrivethruRPG.com. It may give you some fuel or ideas for your project.Ive decided to begin a year and a half two stage major project of designing an edition wide overhaul of 3/3.5 wherein i remove levels and create a way of playing d&d that mostly uses those rules but instead of levels a lot of the parts and the bits and pieces are broken down into chunks worth x xp where "x" has differing values depending on what you are buying. That will probably take a year to do well. Another half a year will be spent on working out the kinks and testing it for adjustments and changes needed.
