Phil was kind enough to send me a comp copy. (I assume because it mentions the T.O.M.C.A.T.S.) Another great issue. In particular, I couldn't imagine that the Kenson 2e article would offer any new insight. On the contrary, it's the best, most concise, clearest summation of the 2e shift I've seen, and that includes GR's own site.
