Rules Compendium

I imagine it would look like an errata'd version of the PHB, but without the specific spell, class, or feat descriptions. It might also list the effects and special abilities in the DMG and MM.

I'm not sure what it would have that is not now in the SRD.

I've read that the Rules Compendium will not be like this. It will be present one problematic rule per page (at a minimum), with commentary, errata, and designer's notes.

Things like what the heck "trained for war" means for riding dogs, and how do you train your riding dog for war in the RAW. Or can every attack a hidden rogue makes in a round benefit from being hidden or only the first attack. Or can unconscious rogues or monks use evasion.

I expect the squeezing rules from the DMG2/Underdark to make a reappearance.

What is the release date for the Rules Compendium, and have there been any news about what it will contain? Is it going to be a compendium of feats and alternate skill uses from various books?
According to the WotC catalog, October 16, the same day as Dungeon Survival Guide and Dragons of Eberron.
