Rules for making Metamagic Feat giving Items?

Just curious if anyone knew specific rules on making items that give feats, specifically metamagic ones. I know there are rods that accomplish such a task in Tome and Blood, but I haven't seen it otherwise. (If I want to make an Empower Feat Ring for example) Any help on this would be appreciated. Thanks!

Simple answer: if it isn't published, you can't have it because it isn't balanced.

Even simpler answer: Anything your DM will allow is game.

Real answer: There are several ways to get feats, or the use of from magic items. Robe of the Archmagi gives spell penetration (sort of). Inteligent items grant the use of feats from combat reflexes to expertise. Specific magic items can grant anything. Certain creatures, like the Creature Collection II Arcane Symbiote grant feats as well.

Answer you want: there isn't any clear material on this. Forging the metamagic rod as ring would be straight forward (mostly). Other applications you would need to work out something with the DM.
 

I don't know of any items off hand that just give you feats...

But I do know that there are items that... 'sorta'... give them to you. The metamagic rods from T&B are the best example. In addition, I believe MoF has a lot of clerical items that give you metamagic feats in certain amounts (some number of times with some kinds of spells).

I don't think there are published rules on the subject, but look into these items and modify the costs as necessary to give your item what you want it to have. If the GM allows it, of course.
