Rules for PCs Clearing Wilderness

My PCs have recently acquired a stronghold in the wastelands in the northern kingdom of Cormyr known as the Stonelands. The Stonelands are infested with orcs, goblins, trolls, bandits, etc.

The King will grant the title of Baron of the Stonelands to anyone who can clear out the area of monsters and make it habitable.

Are there any concrete (or close to concrete rules) on how to handle clearing out a large wilderness area (let's say around a 50 mile radius) and making it habitable?

Right now, I'm just thinking of making a few different "evil badguy" factions that live in the Stonelands and having the PCs destroy each one until no factions are left. Once that is done, then the area should be habitable.

However, I would love to have some concrete rules to follow: house rules, fan-made rules, d20 publisher, whatever.

The rules I am looking for deal with actual clearing out of wilderness areas in order to make them habitable.

Like for a lot of things, the 1st Ed. DMG (p. 93) had rules on just what you're looking for, that aren't covered by the current rules.

Basic idea: map the region in 1-mile hexes. PCs explore each hex, rolling wandering monsters as normal; once a hex is cleared in this way, it stays cleared of monsters.

Once a day, roll for a monster wandering into the border hexes. If a strong patrol is setup, reduce that to once per week.
 

If im right, once a character(s) has a stronghold setup they are lord of the land but not king. The character(s) would have to cut some trees down for clearing to build homes for people to live in or something of the sort. People usually build their own homes and stuff, maybe you can have the characters hire merc's to search for monsters or patrol the area themselves to keep the place safe. Once people start moving into the area, they want guards (or become militia) to protect them. Im just saying what normally what would happen if my character got a place of power and had to make it habitable

Good answers everyone.

I really like the hex mapping idea. I was actually planning to get the map out tonight and get to work doing that.

I am also thinking of taking a look at the Miniatures Handbook rules and attempt to have large scale battles take place. Hopefully the Miniatures Handbook can accomplish that.
