Rules for throwing sand in eyes?

Blinded seems too strong. Dazzled looks perfect to me.

If it's a low-magic world, I think it would be fun to allow the tactic to have the equivalent effect of a 0th lvl Daze spell (Fort save to avoid, 1 min duration, sightless or dazzled creatures are immune)

For me running a core-rules only game, I would call this "Feinting in Combat" (use of the Bluff skill).
 

What about Anthrax in the eyes? You can even carry it around in white envelopes. It it's a low magic setting then it might be a high anthrax setting too.
 

What's wrong with anthrax in the eyes? Availability, for one. For another....

Player: I throw Anthrax at his eyes!
GM: Roll to-hit. Also, what's your Int modifier?
Player: (Rolls dice) 12; I've got an Int mod of 4.
GM: Let's see... with your BAB, you hit. (Rolls die in secret)
Player: Um, what was that for?
GM: Oh, nothing... by the way, make a Fort save. I'll tell you the DC and results later.
(A game day later)
GM: You have a fever....

If you are joking, I cannot tell. Anthrax is a little too high-tech for most DnD settings.

(Btw, I would go with the Feint section of the Bluff skill)

I actually have an NPC that is a child that was displaced becasue his parent's farm is suffering from anthrax (pig farmers) and the boy was sent into the city to avoid contracting the disease. Needless to say, he's about to become an orphan.

I'm also of the opinion that this would be ebst and simply handled using a Bluff check as per the feinting rules.
