Run then Attack?

A quick possibly dumb question...

Can a character with a light load run (2x his speed) as his move action, then do a single melee attack? If so what are the penalties for doing so?

I believe this was possible in 3.0 rules however last time I scanned through the rules in 3.5 I could find nothing to support this "partial run."

Also, assuming the answer to the above question is yes, what if the character above has a heavy load and as a full round action can only run x3 his speed. What would his partial run speed be, x1 or x2?

Yep--the way to move more than your move speed AND attack in a single round is to charge: you have to move at least 10', you may move up to twice your move speed, you must move in an entirely straight line, and you get +2 on the attack and -2 on your AC until your next action.

There's never been, AFAIK, a way to run as anything less than a full-round action.

3.0 did have a partial run (x2 movement), but like all partial actions you could not do it in a normal round (only if slowed or somesuch).
