Call me the Gaspi
here's the idea:

your STR gives the maximum speed you can achieve in 1sec, and when you lose 1m/s you double the distance of the run;
then at maximum speed the cost in Fatigue is 1, and +1 Fatigue for each lost point of speed:

example STR 10

jump 10m during 1s and cost 1 Fatigue
run 9m/s during 2s ( travel 18m ) and cost is 2 Fatigue ( 1 Fatigue per second )
run 8m/s during 4s ( travel 32m ) and cost is 3 Fatigue ( 3/4 Fatigue per second )
run 7m/s during 8s ( travel 56m ) and cost is 4 Fatigue ( 1 Fatigue in 2 seconds )
run 6m/s during 15s ( travel 90m ) and cost is 5 Fatigue ( 1 Fatigue in 3 seconds )
run 5m/s during 30s ( travel 150m ) and cost is 6 Fatigue ( 1 Fatigue in 5 seconds )
run 4m/s during 1mn ( travel 240m ) and cost is 7 Fatigue ( 1 Fatigue in 9 seconds )
run 3m/s during 2mn ( travel 360m ) and cost is 8 Fatigue ( 1 Fatigue in 16 seconds )
run 2m/s during 4mn ( travel 500m ) and cost is 9 Fatigue ( 1 Fatigue in 28 seconds )
