Regnal numbers apply to each country individually, so there's no confusion at all if Elizabeth I is referred to in some counties as Isobel I, as it should be generally obvious which nation is being spoken about. After all, there was a Charles III of France, and no one is wringing their hands in worry frustration about the current monarch of the UK having that same name.And, folks who call Elizabeth I as "Isabella I" are making trouble, because Isabella I was Queen of Castile, León, and Aragon a century before Elizabeth Tudor. Royals take on different names specifically to avoid that kind of confusion.
