Saurial Race questions

In a Dragon magazine they gave us the option of using Saurials as a character race.

They have an ECL for each one of the races becuase of their abilities. One of the abilities that I think a member of our group is using incorrectly is the starting bonus hit dice.

I believe that she is using the bonus hit dice each time she levels up as a ranger. this would give her a d10 and 2d6+2 (or is it 2d8+2) anyway she has a huge amount of hit points for her level.
She is a 5th level ranger with 90+ hit points.

If I am doing my math correctly she should have a max of 50 hps from ranger levels alone, if she has 20 Con then that would be another 25 hps, so far 75 hps if she rolled max everytime. i know she never took the toughness feat. So the bonus dice at max would be another 18 hps giving her a max of 93 hps.

I don't have the issue of Dragon with these races and I don't know the name of the type of Saurial but I know it was the same type as the Dragonbait species from the books. I am pretty sure from what I remember reading about that particular species they don't get a bonus to their Con but to their wis and dex I think.

Please help me with how I should handle this.
Another Question is if a Saurial race can be a Dragon Disciple?

Dragonbait is finhead Saurial and has an ecl of +2. They start off with 2d8 hd +con modifier x2, and add class hd +con modifier per lvl. A 2nd lvl ranger finhead would have 2d8 +2d10 + con modifier x4 for hit points and be the equivelent of a 4th lvl character.

finheads do get a +2 bonus to dex and wis and no con bonus. A Saurial could be a dragon disciple but would have to have at least 1 lvl of bard or sorcerer and meet other requirements for being a dragon disciple (although they start out speaking dragonic.)
