I know the authors of savage species weren't that keen on animal classes, but ... here is my legendary bear class anyway 
I am assuming that this is an awakened legendary bear, but I didn't give it the additional hit dice or charisma.
Legendary Animal, Bear
BAB: as cleric
Hit Dice: d8 (one per level)
Saves: Fort/Ref high, Will low
Skill Points: 2+Int modifier, 4x at 1st level
Class Skills: Listen, Spot, Swim, Craft, Profession
(this is technically all the bear gets, but I would probably add wilderness lore, and perhaps another one)

Compare the 20th level bear (first) to a 20th level fighter (second). I figured the bear would be underpowered, and it probably is (not being able to use magic and all) - but the gap is not as wide as I would have thought. However, with the relatively poor AC and fewer hit points, the bear is going to take a beating in combat.
20th bear: 20d8, BAB +15, F/R/W 12/12/6, Natural AC +10, Str +26, Dex +4, Con +14, Wis +4, Cha +2, 2 Claws 2d6, Bite 4d6, Size L, Improved Grab, Spd 50, 7 feats
