I would bet money that they don't know the full plot yet, which is why the paragon and epic tiers "overview" pretty much said absolutely nothing.

If they had the entire plot, the adventure path was already finished.

A lot of stuff can turn up in development of the phase (including feedback from play-testers or play reports) that can change aspects of the plot.

But I am sure they will know a little more then the current outline. Names or Concepts of major NPCs, plot twists, story elements, artifacts, locations. Maybe with lots of place-holder names. After all, there once were Golden Wyvern Adepts during the development phase of D&D 4, and these days, the name is nowhere to be found...


When the adventures were still in print-magazines that you sold individually, getting access to the campaign outline was a little more difficult, too. Who would buy Dungeon if not the DM? For now, everyone has access to the magazine. In a month or so, every subscriber - player or DM still has access to it.
 


Still, it's not asking a lot for a campaign overview like the one E.N. Publishing did for WotBS. It was the reason I bought a full subscription.

Now... I am deciding if I want to run SoW or WotBS.4e for my online group.
