How about Blackcollar by Timothy Zahn. It doesn't have any morality play preachiness that I recall and it definitely has some actiony bits and the enhanced humans that would make good protagonist for an rpg.

Seconded. In fact, I ran a Blackcollar campaign years ago (using the Hero system rules) and the players seemed to really enjoy it. The group broke up just as the characters were beginning to recruit regular folks for their resistance movement, darn it.

Jane Fenn's Hidden Empire Sequence, interesting setting with a lot of hinted at back story, I think they're only publish in the UK so far but they're worth hunting down. Basically humanity reached the stars with the help of an alein race called the Sidhe who ruled us as slaves in an repressive empire. We rose up and over threw them and wiped them out or at least we believe we have... I probably helps that the writer is a gamer.
