Dont think you can charge with the overland flight as charging is a standard action and overland flight can only be used in a round where you do only move actions or free actions.

However, the power doesn't say that you have to land at the end of the "move action", it says you have to land at the end of the "movement". If you double-move, you combine it all into one movement. So, you're moving 10 squares, and the "movement" is only ended after you've moved 10 squares, instead of 5.

This is how I read it as well.

P.S. I really like this paragon path. Doesn't have the damage output but has great flavor. I tried to find a good paragon path to min/max some stuff or find combat friendly abilities and none of them sat too well with me. Eventually I decided to go with a flavor one and I'm glad I did.

The power says, word for word, "You must land at the end of this movement.", emphasis mine.

"This" is referring to the previous sentence, which states you get to fly a number of squares equal to your speed. Thus, you can fly a number of squares equal to your speed, but at the end of "this" movement (movement granted by the power), you must land.

Stepping out of my Rules Lawyer shoes, this make sense from a fluff point of view, as the wings aren't fully grown and the character needs to rest after short bursts (i.e. one move action).

Not only that, but most characters have a movement speed of 6. The overland flight that is granted at level 16 is speed 12. Which means that, if double moving were allowed with Dragon Wings, it would make the overland speed 12 useless, since double moving is superior to using overland flight. The only time this isn't true is when the character is in heavy armor and has a move speed of -1. Even then the problem is easily overcome with a single feat, or one of dozens of types of foot-gear.

I'm not against allowing Dragon Wings to be used for double moving, since I think this PP could use a little beefing up. I am only stating that Dragon Wings cannot be combined into a double move as per RAW.
 

Double moving with dragon wings is allowed (absolutley nothing says otherwise) and does not negate the overland speed of 12 as you can double move with the overland flight and move 24.

Double Move

Same Move Action: To double move, you have to take the same move action twice in a row on the same turn.

One Speed: When you double move, add the speeds of the two move actions together and then move.

Occupied Squares: When you double move, your first move action can end in an ally’s space, because you’re not stopping. Your second move action can’t end in an ally’s space, as normal.

Seems pretty clear to me that it is one movement without stopping according to RAW.

You still have to land at the end of a double-move with Dragon Wings, but with Overland Flight you can stay as high as you want, as long as you want. It doesn't make it useless at all.

As for landing at the end of this movement, once you double-move, this movement becomes 10/12 instead of 5/6. It changes the number, and thus changes what the word "this" refers to.
