Popularity doesn't make any difference in what market the NFL assigns your city to. For example, I live in Erie, PA, which about equidistant between Buffalo, Pittsburg and Cleveland. We're marginally closer to Buffalo, so we've been assigned to the Buffalo market. The sad fact is, though, Buffalo is the third most popular team around here. I'd guess only one local in eight is a Bills fan. Locals get pretty uspet when Steelers or Browns games aren't shown locally but Bills games are.
