What is the CR of the NPC who's "running"? Would it make sense that he's hard to track down (is the flavor about being a spy at all fitting)?
An Expert 7, Master Spy 5 is a CR 10 encounter that is fairly weak for what it has, but has Nondetection up on a permanent basis, which gives a nice boost to protecting against scry.
