Sculpt Self Feat: Which Dragon is it in?

Hey, I saw something about a Sculpt Self feat from Dragon. Which issue is it in and can somebody tell me more about it? Sounds neat.

"Sculpt Self" is in Dragon #304. It's part of the Prestige Races article that was the first OGL article to appear in Dragon. Taking that feat is what allows you, with time and experience points, to alter your race. It's worth noting that the feat originally comes from some product by Bastion Press, but I can't remember what.

Does anyone know how much of that article was OGC, by the way? The d20 License was in the back, but nowhere did I see a Designation of Open Game Content, which I thought was mandatory since the License says that all OGC must be clearly indicated.

Bastion Press product was Oathbound. Which has a different, cheaper pricing system then DRAGON does (1/2 I believe)

Actually, the Sculpt Self feat was not in Oathbound, but rather was a new application specially created for the Dragon 304 article. I also do not know how much of it was OGC...

I noticed that too about the article and thought it odd... I've looked it over a couple of times and I don't see where they are declaring the new OGC either. I think I'll drop a letter in the e-mail and ask for clarification.
