Is Second Wind a power?

Does a character wearing Healer's Brooch and Gloves of the Healer gain extra hit points when they take their Second wind?

No, no, and no.

Basically, when the issue of tracking Second Wind comes up (on character sheets / aids in general) it's formatted as if it where a power, because that's how the cards are set up and showing it any other way would be confusing. But in the actual rules text it's just a block of text, even where other powers are shown in the power-block format.

Yup.

It's not a power just like an action point is not a power (which is also represented using a card in the Character Builder).
