Are there any classes that are good at going unnoticed and eavesdropping? What about investigational skills? Anything out there get an enhancement for gathering information or interrogating prisoners?

Specialist Diviners. ;)

Have you considered Chameleon? Start from this angle- They can learn every Assassin spell in the game, and are the only class outside the Assassin that can do so. Once there, imagine an Assassin with the benefit of Ranger spells also. And Wizard spells. And Cleric spells, and Paladin spells, not limited by alignment to cast them. Then add Druid spells. And make them able to alternate the ability to use these spells with the ability to be stealthy, or really good at combat, or survive well in the wilderness. The give that character the ability to select a rotating feat each day. Then add in the ability to grant yourself the ability to add a bonus to stats each day, and change which stat you're boostng to suit that day's needs. And a few more good stuff.

I want a class with police privileges and investigational skills that can dig up dirt on people and use intimidation to turn people into snitches. A few spells maybe, but primarily a skill based class. Then I want a class like a cleaner, able to not only assassinate people but kidnap them and erase evidence. Again, a minimum of supernatural power...

This is one of those spells whose wording got changed going from the PHB to the SRD. I'll look in my PHB next time I'm home, and may have more to add at that time. (I might also have to eat some crow...)

The wording is slightly different between the SRD and the PHB, but nothing significant.

If you're looking for a less-magical spy/assassin PrC, you could take a stab at the Dark Lantern from Eberron's "Five Nations" book. I'll admit that it's somewhat lacking as-is, with its requirements encouraging you to pull off Rogue/Fighter builds to meet its high BAB requirement, and the class giving a not-so-great amount of skill points per level. But, I'm sure you could tinker with the features until you get something you like.
